Muslim women, whether they wear the headscarf, i.e., the hijab, or not, tend to dress modestly - no showing of skin, and basically no clothes that objectifies the female body in a sexual manner. To see the First Lady of the most important country (one that is usually thought of as being hostile to Muslims, especially during the Bush era), dress in a manner that most Muslim women dress was indeed a pleasant surprise.
